Why is reach measured how it is?

When we talk reach, you generally measure finger tip to finger tip. But if you have two people with the same reach and person A has a much wider back and person B has a smaller frame, wouldn’t person B actually have a longer reach? Because you’re aren’t really able to use your back as a reach advantage.

Wouldn’t it make more sense to measure arm length? Maybe armpit to fingers?
